Don't get me wrong but question where people tend to buy established accounts rather than make there own normally means they have scammed and intend to do just that on another account.

Otherwise why wouldn't he just create his own?

I was being facetious but subsequently in an effort to be nice I decided to offer genuine help.
There is always a chance that language or an incorrectly filled out application could be causing the rejection.
I am following my genuine help with possibly self enriching help.
