But if you factor a site like Godaddy selling .com for $8.29 and privacy for almost as much .99 cents could create a lot of spam with this promotion. Most spammers use privacy to try and hide their identity anyway so the additional fee doesn't matter to them.

No thanks, $0.99 .COM domain with string attached. Netfirm/Dotster etc are good for their state forward pricing and no limit on registrations. They are also in Afternic's promotion network so domains can be sold quickly.
