strategy Thinking of developing a domain, but is competition too high?

I haven't really developed a proper website before, and i have a domain that I haven't received many offers for, so I was thinking of developing it, and it seems like it could be a good money maker. The
domain is :

I was thinking of putting a blog up, and hiring people to write credit related articles, and hiring some seo specialists to get it to rank on first page for "Bad Credit" and other related words, now before I spend money.

I am looking for some advice on whether or not it would be possible to rank for the keyword as the credit related industry is very competitive (I have zero experience with seo, so not really sure the kind of budget you need to rank for these words) and also I wouldn't really want to spend too much money on this.

so do you think its a good idea, and what kind of budget I would need ideally? Thanks in advance, and I appreciate all suggestions and ideas.

Yep, you have basically next to no chance without a s*** ton of money. The name is poor also. Back to the drawing board I'm afraid.
