It's a Country Code Top Level Domain (ccTLD). This is in contrast to Generic Top Level Domains (gTLD) such as .com, .net, .org, .info . . .

ccTLDs are supposed to represent countries but many -such as .tv, .ws, and .fm to name a few- have leased out thier rights to these domains to enterprising companies in order to cash in on these familiar spelled intials.
