Not All Clicks Count?

Based on the exit link data I have, many of my clicks on Google Adsense ads are not being counted.

Does anyone have any idea why? Are there any other ad networks where all clicks count?

Adsense, adbrite, etal....
All have their own way of whether a click counts or not.
Could be a wrong country (advertiser says to adwords I do not want to pay for clicks from a country that I do not do business with).
Then if one person (especially the site owner!) is going click crazy, that throws up a red flag that someone is trying to make money the easy way.

Lots of reasons.

Could be that Google is discounting those clicks based on the type of traffic.
