They do. Obviously there are parts in Europe where your could get away with the 'grey area' kind of stuff though. Not all European countries are Equal. There's also a distinction between Europe and the European Union to complicate things further.

Overall, kinda works the same way like it works in the US.

There are millions of good domains to buy cheap or like 100 thousand ok to hand-reg. I personally, would not waste time on domains where their is gray area where you can get URDP or some sort of TM issue. It's just not worth the time. Note: I sell lots of two words but I'd never own ones that say like ipad or iphone in them. You should use the same logic for person first-last-name domains. However, without knowing if the domain is something like Bob Smith it's hard to say if it's illegal.
