Currently, all IT companies and divisions that provide communication services in one way or another are faced with the need to take into account the cost of using IP addressing in their budgets and, as a result, in the price of the final product.
It is no secret to anyone that the depletion of IPv4 addresses has led to the emergence of the cost of this resource and, as a result, to a rapidly growing market.
Now, when forming an IT service, the provider must take into account the cost of the IP address used in it. This, of course, leads to an objective increase in the cost of services such as VPS and VPN, as well as for internet access services, where the use of IPv4 addresses is necessary, and the transition to IPv6 is impossible for some reason.
The growth in the cost of IP addresses has been going on for the last 10 years, but over the last two years it has been more than 10% per month. Such dynamics does not remain without consequences and the cost of some digital services will certainly grow.

It really depends on the ISP. The best ISP's are city owned.
MBLink, owned by Mont Belvieu, offers users a free static IP
and offers 1000 Mbps downloads and uploads.

Hillsboro, Oregon owns HiLight
HiLight charges $15 for each static IP address.
Hilight offers 4000 Mbps downloads and uploads.

Chattanooga, Tennessee, owns epb.
epb offers upload and download speeds of 10000 Mbps

epb supports 2 static IP address's and port forwarding.
I don't know the cost of their static IPs

Mont Belvieu was sued by Comcast. Comcast said that according to Texas law, Texas cities
were not allowed to own their own Internet service provider. Comcast lost because
no fiber provider was willing to provide service to Mont Belvieu at that time.
But, Comcast's top upload speed is 35 Mbps, making their ISP useless to a business
who want to have a server connection. But they still had the nerve to sue Mont Belvieu.
Once Comcast gets in your city, anyone who wants to operate a server is screwed.

Magellan built the ISP's for the cities of Mont Belvieu and Hillsboro
