When can I leave neutral or negative feedback

Can I give buyer a Neutral or Negative review if the buyer do not reply any message after post "sold" for a long time? For example 36 hours.

Here's the official rule regarding default transaction times:
6.1.17. Default timeline for sales: transactions must be initiated (e.g., payment sent but not necessarily cleared yet) within 7 days of an offer being accepted. The domain transfer must be completed (domain received) within a grand total of 14 days from the time the offer was accepted. Alternate terms (e.g., timelines or sequence of events) are only accepted if both the buyer and seller agree to it before the deal is accepted. #binding
If a member has not responded within a reasonable amount of time (default or agreed upon), please add a moderator team to the direct message you have with the buyer/winner, so we can investigate and get more involved.

If we found that the buyer did not honor the deal within the agreed or default time, an unacceptable business infraction will be issued and you may then leave feedback for them to reflect your experience with them.

You may also leave feedback for them if the transaction completes, and you can leave the feedback you feel accurately reflects your experience with them. Feedback should not be left until the transaction concluded/ended.
