How much is it worth to a buyer who is inside China and is limited by gov outbound currency limits?

Let's say the buyer has used up their annual quota and has to use a grey/blackmarket money service?

Bottomline, how much more could one get by agreeing to use a CN escrow vs a US escrow? Let's say the amount is 25k usd.
